Both methods work, but which one is better can depend on the size of your traffic. Blocking bad IPs is more common, especially when fake clicks or bots start coming in. You simply add those IPs to your blocklist and stop them from seeing your ads. On the other hand, allowing only good IPs can be helpful when you already have a list of trusted ones.
