Does native ads truly require a lot of money to run?

For many times now, I have been discouraged from using native ads, by a friend who always tell me how expensive native ads can be. He told me that the more I spend, the faster and easier for me to get quick result while running on native ads.

I don't really have much budget to run it. And I don't want to use any blackhat tricks to avoid bad reputation. What other option do I have to make use of.
