Should I turn off pop traffic sources that send very few clicks early on?

Some traffic sources may not send many clicks in the beginning, but that doesn’t always mean they are bad. A low number of clicks could be because of bidding, timing, or how much traffic that source gets. Turning them off too fast might make you miss a good one that just needs more time. It can help to let the campaign run a bit longer before deciding. But if a source stays low with no signs of improvement after some testing, then it might be better to pause it. What do you think is a good way to judge low-click traffic sources?
